چکیده

There is growing impetus for a domestic climate policy that can provide meaningful reductions in emissions of CO2 and other greenhouse gases. In this article, I propose and analyze a scientifically sound, economically rational, and politically feasible approach for the United States to reduce its contributions to the increase in atmospheric concentrations of greenhouse gases. The proposal features an upstream, economy-wide CO2 cap-and-trade system that implements a gradual trajectory of emissions reductions over time and includes mechanisms to reduce cost uncertainty. I compare the proposed system with frequently discussed alternatives. In addition, I describe common objections to a cap-and-trade approach to the problem and provide responses to those objections.

Addressing Climate Change with a Comprehensive U.s. Cap-and-trade System

There is growing impetus for a domestic U.S. climate policy that can provide meaningful reductions in emissions of CO2 and other greenhouse gases. I describe and analyze an up-stream, economy-wide CO2 cap-and-trade system which implements a gradual trajectory of emissions reductions (with inclusion over time of non-CO2 greenhouse gases), and includes mechanisms to reduce cost uncertainty. Initi...

The So2 Allowance-trading System and the Clean Air Act Amendments of 1990: Reflections on 20 Years of Policy Innovation

The introduction of the U.S. SO2 allowance-trading program to address the threat of acid rain as part of the Clean Air Act Amendments of 1990 is a landmark event in the history of environmental regulation. The program was a great success by almost all measures. This paper, which draws upon a research workshop and a policy roundtable held at Harvard in May 2011, investigates critically the desig...

Energy Sprawl or Energy Efficiency: Climate Policy Impacts on Natural Habitat for the United States of America

Concern over climate change has led the U.S. to consider a cap-and-trade system to regulate emissions. Here we illustrate the land-use impact to U.S. habitat types of new energy development resulting from different U.S. energy policies. We estimated the total new land area needed by 2030 to produce energy, under current law and under various cap-and-trade policies, and then partitioned the area...

Reducing the U.S dependency on oil and gas imports, implications for its policies in the international system

This paper aims to firstly explain the significance of the U.S oil independency and its consequences on the U.S foreign strategy in international politics. Secondly, the implications of this energy policy on the U.S foreign policy in the international system context is examined. The hypothesis to address these inquiries is postulated using neo-realism theory. Accordingly, following oil independ...
